Solar-Specific RPS for the District of Columbia

March 24, 2004 [] DC Council member Phil Mendelson has introduced a renewables portfolio standard (RPS) into the D.C. City Council. According to analysis by the Solar Energy Industries Association (SEIA), the bill would require .16% of the District’s electricity to come from solar (equivalent by percentage to New Jersey’s RPS) with a $.30 / kWh fee for those who don’t comply, the entirety of which goes back into a solar incentive fund. SEIA provided support materials on the cost and availability of solar energy in the District to DC Council member Phil Mendelson.
