Russia’s Ratification Puts Kyoto Protocol Into Effect

[] Russia has formally ratified the Kyoto Protocol, setting enforcement mechanisms into place by mid-February 2005 for reducing emission of carbon dioxide in signatory countries. The protocol has been signed by more than 120 countries, but not by the U.S. as the Bush Administration has consistently opposed the treaty. U.N. Secretary-General Kofi Annan said, “This is an historic step forward in the world’s efforts to combat a truly global threat.”
