Japan Struggling with Kyoto Protocol

Japan has so far remained committed to the Kyoto Protocol, but has started to have second thoughts particularly because of difficulties in meeting its greenhouse emission targets without economic setbacks. Environmentalist groups say that Japan’s continued support is vital in getting enough countries to ratify the Kyoto treaty to bring it into legal force, and they fear that this month the U.S. will try to persuade Japan to use a different strategy.
