The final referendum results were stunningly close, with local organizers coming within three votes of advancing an effort for a municipal electric utility in the small town of Decorah, Iowa. The local newspaper showed the final tally:
Yes – 1,382
No – 1,385
“We Want to Own the Future”
ILSR interviewed organizers for Decorah Power in October, as the citizens’ group pushed ahead with its intent to put the issue of a city-owned utility on the ballot. At the time, Andy Johnson summarized their intent thus:
“There have been frustrations with the incumbent on many sides of clean energy,” Johnson said. “We can do more — and faster — and we can own it. We want to own the future.”
The campaign unfolded throughout the spring, with ILSR’s Energy Democracy director presenting to Decorah residents in late March, fielding questions about the cost and economic opportunity from local ownership. Decorah Power leaders Andy Johnson and Joel Zook recapped the campaign’s purpose in an April 28 interview, just days before the referendum vote:
“We were hopeful that we would have some positive economic benefits of the feasibility study just looking at what our rates are currently and compared to what other municipal electric utilities’ rates around Iowa are,” Zook notes. “But we were a little overwhelmed honestly by how good the [Decorah municipal utility] rates looked.”
The feasibility study Zook referenced had shown an opportunity to save 30% on power costs with the transition, opening opportunities for investments in energy savings and clean energy. Johnson explained why the study findings were also common sense:
“Investor-owned utilities, including our current incumbent, have had no competitive pressures to be leaner and more efficient … They’re very big and possibly quite bloated, and that’s what studies that look at municipal utilities, ours and others, find,” Johnson notes. “Many of our peer municipal utilities in Iowa function much more efficiently than investor-owned utilities.”
A Costly, But Worthwhile Campaign
The campaign was expensive, as ballot measures in small towns are measured, with the two sides combining to spend almost $200,000. Incumbent utility Alliant Energy outspent the “vote yes” group Decorah Power by a 4-to-1 margin. As spendy as the race was, it pales in comparison to a similar ballot campaign in Boulder in 2011, where the incumbent utility dropped $1 million to preserve its monopoly, outspending advocates by a 10-to-1 margin. In that case, the local first campaigners won, by a 3% margin.
Despite the three-vote shortfall, Decorah Power was upbeat about the results (emphasis added):
“Three votes…It’s really quite honestly hard to grasp an election this close, virtually a tie. There are several important takeaways, of course, the first is that we were up against enormous odds so that we came so incredibly close is a testament to the work of all of our volunteers and supporters…[Second,] if the role of the Iowa Utilities board is indeed to look out for the consumers best interest, then the process for municipalization needs serious reconsideration. The state has given investor-owned utilities a monopoly status in regulated territories, with an offer to communities a chance to municipalize if they can get to the Iowa Utilities Board. However, in order to get there, communities have to go against the very utility that controls their service territory and who will fight them at every step of the way. Investor-owned utilities have tremendous financial resources, ironically built off the community electric rates for which they serve. They can use these funds to outspend any small community who tries to municipalize. Investor-owned utilities are also able to hide behind laws, that protect their proprietary information from elected officials who otherwise regulate the affairs of the municipality. Because of this, Alliant had no oversight for the claims they were making. Because of this, neither our own city council, nor our community, could have the ability to properly evaluate the claims that Alliant was making in order to make a more clearly informed vote.
Perhaps the greatest take away from this election, more important than the outcome of this vote, is how passionate and interested our community can be–voter turnout was huge. We could choose to look at this vote as a community divided or we can choose to see a highly engaged and passionate community.
One resident’s letter to the editor in the Decorah News echoed these sentiments, titled: “Decorah Power’s Loss by Only Five Votes Considered Success in David vs Goliath.” Andy Johnson also emphasized that there’s more to be done:
“This has always been about people and community, and Decorah and Decorahans still have options to pursue a locally owned clean energy future.”
State law prevents the city from taking up the issue for at least four years, but don’t lose sight of activists for local power in Decorah. They haven’t given up.
