Tangled in Solar Paperwork

Cinnamon heads Akeena Solar, a Los Gatos company that installs solar-power systems. Customers who buy the panels for their homes or businesses are entitled to rebates from the state… But the state’s solar-rebate program underwent fundamental changes in January, bringing in new administrators, new requirements and more paperwork. As a result, the process of applying for and receiving rebates has become painfully slow, Cinnamon said.
