The city of Oakland, California is soliciting proposals from firms interested in providing turnkey design-build professional and construction services for photovoltaic (PV) generation sytems. Oakland California – November 14, 2003 [SolarAccess.com] The city of Oakland, California is soliciting proposals from firms interested in providing turnkey design-build professional and construction services for photovoltaic (PV) generation sytems. The project will be conducted under the direction of the city of Oakland, Public Works Agency, Electrical Services Division. The prime contractor that responds to this Request for Proposal (RFP) shall be either an Electrical Contractor or a General Contractor, licensed by the State of California in category A, B, C-46 or C-10. Proposals are due at the Office of Contract Administration, no later than 2:00 p.m., Friday, December 12, 2003. Proposals should be addressed to the attention of Scott Wentworth, Energy Engineer, c/o Contract Administration, 250 Frank H. Ogawa Plaza, Suite 3341, Oakland, California 94612. The project titled “Photovoltaic Generation Systems” consists of: Providing turnkey planning, design, engineering, labor, materials, delivery, installation, construction, commissioning of energy efficient and life cycle cost effective solar PV systems at 10 City buildings at 8 locations. Through the RFP process, the proposing design-build team shall describe how it intends to provide all of the professional and construction services necessary to design and construct the Photovoltaic Generation Systems. The team shall include Electrical Engineers, Structural Engineers, other professionals, electrical contractors, roofing contractors and other contractors as well as related design professionals and contractors, licensed to practice in the State of California with recent experience in the tasks described. It is the intent of the City to utilize prime and sub-contracting firms located in the city of Oakland to the fullest extent practical/possible. Accordingly, firms proposing as the prime contractor and prime consultant which are located outside Oakland, are encouraged to establish either joint ventures or other consulting arrangements with Oakland based firms. A pre-proposal conference is scheduled for Monday, November 17, 2003, 9:30 a.m., in the Broadway Conference Room (Room 4304), at 250 Frank H. Ogawa Plaza Oakland, CA 94612. A tour of the project sites will begin immediately follow the pre-proposal conference. Technical questions regarding this RFP must be submitted in writing, and are due no later than December 5, 2003. Written responses will be available on approximately December 9, 2003.
