Another counter attack by Chinese PV companies

Chinese PV inverter companies have raised another attack to the EU anti-dumping research after the anti-dumping research on the polysilicon of US and Korea. The country’s Ministry of Commerce published and launched anti-dumping and anti-subsidy probes into solar-grade polysilicon imports from the EU.


According to the publishing, this research was raised by many representatives of Polysilicon Companies, including Zhongneng Polysilicon, LDK, Luoyang Sino-polysilicon and Daqo New Energy. The Commerce Department said that the above survey merger investigations with the previous US-South Korean polysilicon “double reverse” case of merger solar inverter investigations, cumulative assessment of the impact.


Solar polysilicon is the row material of the downstream photovoltaic products. In the first half year of 2012, the above four Chinese companies produced polysilicon 28,484 tons, account for 79% of the total national production. These companies think that as the downstream PV companies almost stop production in Europe. The EU polysilicon companies have speed up to export polysilicon to China. Among them, German companies have more competitiveness due to subsidy from their government.


The custom data cited by Chinese PV solar inverter  industry union, shows that China imported 64,600 tons of polysilicon, 60% from US and Korea. The polysilicon from EU are imported from Germany, a little part is from Italy. From January to July, the imported polysilicon average unit price has a 53.4% decline compared with that of 2011.  The commit members think this shows that overseas has dumping polysilicon to China.


The analysis shows that the Commerce department raising research is the counter measure to the prevailing anti-dumping research EU has done to China. To tax tariff on the EU polysilicon will no doubt benefit the Chinese polysilicon companies. But meanwhile, it will also increase the cost of downstream PV companies.


The PV industries on the industrial chain all said that artificial trade barriers are not supported by any aspect of the photovoltaic industrial chain.
