Uganda qualifies builders for 700-MW Karuma hydro project

Uganda’s Ministry of Energy and Mineral Development invites applications for pre-qualification to develop the 700-MW Karuma hydroelectric project on the Nile River. Responses are due November 10.

Uganda President Yoweri Museveni announced in 2009 that Uganda would construct the long-proposed US$1.2 billion Karuma project from its own resources. Although the project originally was planned to be 250 MW, the government initiated design of an enlarged version of from 600 to 700 MW.

A feasibility study is expected to be completed this year, with construction to begin in early 2011. The project is to include an underground powerhouse containing five turbine-generators, located 3 kilometers upstream from the Karuma Bridge and 80 kilometers downstream from Lake Kyoga.

Work is to include planning and engineering; civil construction including supply of equipment and materials; and design, manufacturing, supply, installation, training, testing, and commissioning of hydro-mechanical and electro-mechanical equipment.

Uganda Electricity Generation Co. Ltd. will be the government agency acting as licensee of the project. It will hold government participating interest in the investment in case of a joint venture or public-private partnership arrangement.

Pre-qualification documents in English may be obtained upon written application to the address below with payment of 100,000 shillings (US$44) or its equivalent in a freely convertible currency. Payment is by: bank advice form to be collected from the Ministry of Energy and Mineral Development Cash Office, Room A113, 1st Floor Amber House, Kampala; payment to Diamond Trust Bank, Kampala Road, Kampala; bidders return a copy of the payment slip to the Cash Office for a general receipt; upon presentation of the general receipt to Procurement and Disposal Unit Room C109, Kampala, bidders will receive the documents.

Applications for pre-qualification are due by 11 a.m. November 10. A short-list of firms will be invited to submit bids for the work.
