The government of Liberia invites applications for pre-qualification to refurbish or install new gates, penstocks, and other hydraulic steelwork at the 64-MW Mount Coffee hydroelectric project in Liberia. Responses are due September 10.
The Liberian government recently secured a US$65 million concessional loan from the European Central Bank to help finance the work. The Mount Coffee hydropower plant was destroyed during a period of civil war in the early 1990s, making the cost of repairs and upgrades an estimated US$230 million.
The government issued a call for turbine-generators and other equipment for Mount Coffee in 2012. The West African Power Pool named Stanley Consultants Inc. in 2011 to perform engineering studies and prepare tender documents and named Poyry Energy Ltd. to prepare studies for an environmental and social impact assessment and a resettlement action plan.
Liberia now invites applications for pre-qualification for rehabilitation, design, supply, and installation of hydraulic steelworks and auxiliary systems for a 60- to 80-MW project. The work is expected to be carried out from February 2014 to August 2016.
Work is to include rehabilitation of 10 radial gates, one set of spillway stoplogs, four penstocks, one municipal water pipe, and various embedded parts. Other work includes design, supply, and installation of one set of spillway stoplogs; one spillway gantry crane; one set of intake stoplogs; four sets of two trashracks; one intake gantry crane; four roller gates; four sets of draft tube stoplogs; one draft tube gantry crane; one cooling water system; one station drainage system; one unit dewatering system; one compressed air system; auxiliary electricity supply for spillway, intake, and draft tube; control system for spillway, intake cooling system drainage, and dewatering systems; and lighting and outlet centers at spillway, intake, and powerhouse.
