The government of Liberia invites applications for pre-qualification for operation, maintenance and capacity building services for the 64-MW Mount Coffee hydroelectric project, which is undergoing rehabilitation. Responses due June 19.
Liberian President Ellen Johnson Sirleaf formally broke ground in January for rehabilitation of the hydropower plant, which was destroyed during a period of civil war in the early 1990s, making the cost of repairs and upgrades to 60 to 80 MW an estimated US$230 million. The government invited pre-qualification in May to reconstruct the main dam and rehabilitate the project powerhouse.
Voith won an order in 2013 to modernize Francis turbines and deliver new generators, control technology, and electrical and mechanical power plant equipment for Mount Coffee.
The government now invites pre-qualification for operation, maintenance and capacity building services at Mount Coffee. The work requires establishment of an O&M organization and recruitment of staff and encompasses implementation and management of O&M of the power plant and training of local employees for an agreed period.
The government said applicants mainly should be power companies, although it would consider applications from joint ventures of a hydropower generator and a hydropower design consultant.
