The government of Tanzania invites expressions of interest from consultants to help select private sector mini-grid and small power projects, including mini-hydro projects. Responses are due February 16.
With a grant administered by the World Bank, the Ministry of Energy and Minerals seeks consultants to provide transaction advisory services for provision of electricity services in unelectrified areas. In 2001, Tanzania recruited consultants to prepare a rural electrification study using mini-hydropower and other resources.
In the current solicitation, the government seeks services for preparation of legal, contractual, and procedural documentation for the award of mini-grid and small power projects carried out by the private sector. Projects could be powered by mini-hydro, biomass, diesel, and other energy sources.
Consultants are to include specialists in economics, finance, electricity tariffs, environmental and social safeguards, and engineers with experience in generation systems of up to 10 MW each. Bidders might need to partner with local firms with knowledge of Tanzanian regulatory processes.
Expressions of interest and qualifications, in English, are due by 3 p.m. February 16 to the address below. Six copies are required, labeled �Tender No. 02 of 2006/07, expression of interest for supply of transaction advisory services for provision of electricity services in unelectrified areas of Tanzania.�
