The governments of Kyrgyzstan and Tajikistan invite expressions of interest from consultants to help implement small and medium-sized hydropower development programs in their respective countries. Responses to separate solicitations are due January 16 and January 18.
Energy ministries of both countries seek consultants to be funded by financial support from the European Bank for Reconstruction and Development (EBRD). The maximum budget in each country is 800,000 euros (US$1 million).
Consultants for each country are to conduct a baseline assessment of hydro resources; review existing support mechanisms and regulation; elaborate a hydro development plan; conduct feasibility, environmental, and social impact assessments of at least four pilot projects; propose a financing framework; and provide concession tender assistance.
Kyrgyzstan: Strategic planning for small, medium hydro
Kyrgyzstan’s Ministry of Industry, Energy and Fuel Resources invites expressions of interest by 5 p.m. January 16 for technical assistance to develop its small and medium-scale hydropower potential. A short list of firms is to be developed for invitation to bid.
Expressions of interest are not to exceed 20 pages, excluding resumes, and are to be accompanied by a completed contact sheet in a format from the EBRD Internet site at www.ebrd.com/oppor/procure/opps/contact_sheet.doc. They are to be in English with a Russian translation and labeled “Expression of Interest for Strategic Planning for Small and Medium Sized Hydropower Development.”
