The government of Canada seeks bids to manage rehabilitation of Afghanistan’s Dahla Dam, an irrigation project with three small hydropower generators. A bidders conference is scheduled July 25, with bids due August 22.
Canada said in June it plans to invest C$50 million (US$49.7 million) over three years to refurbish the dam and irrigation system as a �signature project� of Canada’s aid to Afghanistan. (HNN 6/12/08) Built in the 1950s, Dahla’s hydro plant is only partly operable due to wear and tear, and silting of the reservoir.
Titled the Arghandab Irrigation Rehabilitation Project, the work includes repairs to Dahla Dam involving replacement of generators and repair of valves to improve control of water flow. Work also includes fixing gates to control Arghandab River flows into the irrigation canal system. Canals also are to be repaired and desilted.
The Canadian government seeks a Canada-based firm to coordinate and manage repairs to the dam and irrigation system as well as key activities to support development of the agriculture sector in Kandahar Province. The consultant is to source, subcontract, and manage resources from Canada, Afghanistan, and internationally.
The Canadian International Development Agency seeks a consultant with experience in: constructing and rehabilitating irrigation system capital works; implementing infrastructure projects in countries experiencing armed conflict; strengthening government, private sector, and local organizations; and providing water use management technical advice to farmers and fostering self-help groups.
