The European Investment Bank (EIB) invites applications for pre-qualification to serve as lenders’ engineer for construction of the 120-MW Itezhi-Tezhi hydroelectric project on Zambia’s Kafue River and the Kafue-Livingstone transmission line project. Responses are due November 12.
Itezhi-Tehzi Power Corp. Ltd., a joint venture of state-owned Zambia Electricity Supply Corp. Ltd. and India’s Tata Group, awarded a turnkey contract to Chinese engineering firm Sinohydro Corp. Ltd. to build Itezhi-Tezhi. Sinohydro awarded a contract to Alstom to provide turbines and generators.
The project includes two 60-MW vertical Kaplan turbine-generators; intake structure with screens, trashrack, and gates; two penstocks and screens; powerhouse with control room, relay room, station services, and battery room; substation and switchyard; auxiliary equipment and balance of plant; and design and construction of civil works.
EIB currently seeks a lenders’ engineer to contribute to implementation and monitoring for both the hydroelectric project and the transmission line project. The engineer is to verify procurement decisions and disbursements; support, monitor, and report on project implementation including environmental issues; support the occupational safety and health plan; and implement the projects according to best practices.
The work is to require at least 37 months beginning in February 2013 with a budget of 850,000 euros (US$1.09 million).
Applications for pre-qualification must be submitted using the standard application form available on the EIB Internet site under www.eib.org/projects/regions/med/instruments/technical-assistance/procurement/index.htm. Applications, in English, are due by November 12 to the address below, labeled with the contract title and reference code: “Lenders’ engineer for Itezhi-Tezhi hydro project (ITT) and transmission line Kafue-Livingstone Project (KL), TA2012020 ZM ITF.”
EIB plans to invite a short-list of from four to eight firms to submit proposals.
