Congo Republic seeks consultants for hydro utility inventory

The Congo Republic (CR) seeks expressions of interest from consultants, including a hydropower engineer, to conduct an inventory of the assets of national utility Societe Nationale d’Electricite (SNE). Responses are due February 11.

The CR government obtained financing from the World Bank’s International Development Association to carry out an emergency recovery and community support project from which it plans to fund the SNE inventory work. Congo Republic has been rehabilitating infrastructure, including hydroelectric facilities, since its 1999 civil war. (HNN 5/7/07)

The government seeks a consultant to conduct a physical and accounting inventory of industrial and non-industrial fixed assets of SNE as of December 31, 2007. The objective is to know fully the assets of the company, including location, identification, and financial value. It also is intended to control management costs and raise reserves on financial statements.

The consultant team is to include an engineer specialized in hydroelectric power stations with at least 10 years’ experience, engineers similarly specialized in thermal power stations and in transmission systems, an accounting expert, and an architect. The work is to require five months.
