NYPA president and CEO Kessel resigns
Richard M. Kessel has resigned as president and chief executive officer of New York Power Authority, effective Sept. 6. Gil C. Quinones, NYPA’s chief operating officer, will serve as acting president and CEO.
Kessel has headed NYPA for nearly three years. During his tenure, Yahoo Inc. completed construction of a $150 million data center facility to host consumer services, advertisements and content found on Yahoo. The company said low-cost hydropower was among the incentives that lured it to develop the facility in western New York.
In late July, the NYPA board approved the issuance of a request for proposals to hire an executive search firm to provide candidates to fill the open position. The candidate selected will be subject to the approval of the NYPA trustees and confirmation by the New York State Senate.
Kessel said he expects to spend more time with his family.
NYPA has 17 generating facilities in New York State, with more than 80 percent of the electricity it produces coming from hydro plants.
Black & Veatch names Jewett principal consultant
Brian Jewett is a principal consultant in Black & Veatch’s Management Consulting business, focusing on the water and wastewater industries.
Jewett is responsible for helping clients develop revenue sources to fund public service operations and capital project needs, primarily in the utility environment. He spent more than 18 years in public administration for local governments and has experience in financial planning, feasibility assessments, and the development of cost-of-service, rate design, impact fee and user fee studies.
He is based in the company’s San Marcos, Calif., office.

Maiers joins Battelle’s energy business
Matthew Maiers is an open innovation manager for Battelle’s Energy, Environment, and Material Sciences Global Business.
Maiers will focus on developing new opportunities and industrial collaborations in the field of alternative energy, as well as providing technical and applied solutions for Battelle’s customers in the environmental sciences and energy research areas.
Before joining Battelle, Maiers was business development manager for the North American region for GL Garrad Hanson, focusing on early stage wind and solar development. Prior to that, he worked at Nabtesco Motion Control, a supplier to the wind, solar, robotic, medical and general automation industries.
Battelle, headquartered in Columbus, Ohio, is an independent research and development organization with four global businesses: laboratory management; national security; health and life sciences; and energy, environment and material sciences. The company overseees 22,000 employees in more than 130 locations worldwide.
GEI Consultants adds eight
GEI Consultants has hired eight senior professionals to work at offices throughout the country. They are: Christopher Bradley, Michael Carosotto, Ying-Kit Choi, Scott Keating, Doug Laiho, John McGrane, Edward O’Rourke and Chia Tan.
Bradley, P.E., is branch manager of GEI’s new Raleigh, N.C., office. He is an environmental engineer with 16 years of experience with remedial investigation, regulatory interface, liability estimating, groundwater monitoring, permitting and more.
Carosotto, P.E., is a senior consultant in the providence, R.I., office. He has more than 22 years of experience directing civil engineering activities for the U.S. Coast Guard. Carosotto will assist GEI in managing its facility and waterfront projects at the local, state and federal levels.

Dr. Choi, P.E., is a senior geotechnical and dam engineer in the Denver office. He has more than 29 years of experience in foundation investigations and design of embankment, concrete and roller-compacted-concrete dams.
Keating is branch manager of GEI’s new Atlanta office. He has more than 25 years of experience in environmental engineering and consulting, providing program and site level strategy development, project management, regulatory strategy development, and remedial design services.

Laiho, P.E., is a senior water resources engineer in the Denver office. He has more than 40 years of experience in engineering analysis, design, construction management and project management for multi-disciplinary water resources projects.
McGrane, P.E., is a senior consultant in the company’s Hartford, Conn., office. He has extensive experience with public and private sector perspectives on infrastructure management and spent more than 20 years in the Department of Public Works for the city of Hartford.

Doble appoints Gagnon vice president of global sales
Doble Engineering Co. has hired John Gagnon as vice president of global sales.
In this position, Gagnon will lead the company’s worldwide sales and commercial teams, focusing on Doble’s global expansion and new and enhanced products and solutions.
Gagnon has more than 20 years of experience in the utility and energy industries. He was senior vice president of utility sales at Comverge and held senior leadership and sales positions at GE Energy’s Meter and Test Equipment business units.
Doble Engineering works with clients around the world to help minimize risk and maximize the performance of their power systems. The company offers diagnostic instruments, services and a library of statistically significant apparatus test results.
