The Pennsylvania Department of Environmental Protection on Sept. 1 issued an air permit approval to Moxie Freedom for the construction and operation of the 1,000 MW Moxie Freedom Generation Plant in Salem Township, Luzerne County, Pennsylvania.
The project consists of two identical 1×1 power blocks, each consisting of a combustion gas turbine and a steam turbine configured in single shaft alignment, where each combustion turbine and steam turbine train share one common electric generator. The turbine to be used for this project are two General Electric 7HA.02 CTs, each in 1×1 single shaft combined-cycle power islands, said the DEP in a notice of permit issuance published in the Sept. 12 Pennsylvania Bulletin.
Duct burners will be installed in the heat recovery steam generators of these new units. Each combustion turbine and duct burner will exclusively fire pipeline-quality natural gas. The HRSGs will be equipped with selective catalytic reduction to minimize NOx emissions and oxidation catalysts to minimize carbon monoxide and volatile organic compound emissions from the combustion turbines and duct burners.
Ancillary equipment includes:
“-One fuel gas dew-point heater, natural gas fired, common for all combustion turbines;
“-Two combustion turbine inlet evaporative coolers. One for each combustion turbine (not emissions sources);
“-Two air-cooled condensers, one for each HRSG (not emissions sources);
“-One auxiliary boiler, natural gas-fired;
“-One diesel engine powered emergency generator;
“-One diesel engine powered fire water pump; and
“-Diesel fuel, lubricating oil, and aqueous ammonia storage tanks.
Moxie Freedom on Sept. 8 filed with the Federal Energy Regulatory Commission a notice of self-certification of exempt wholesale generator status based on its development, ownership and operation of this about 1,028 MW natural gas-fired, combined-cycle project.
The facility will be interconnected with transmission facilities owned and controlled by PPL Electric Utilities Corp. within the PJM Interconnection region. It is presently expected to begin sales of test energy in the fourth quarter of 2017 and commence commercial operations in the second quarter of 2018.
