Electricity of Vietnam (EVN) and its project manager have reissued an invitation for expressions of interest from consultants to serve as implementation supervisor for construction of the 156-MW Song Bung 4 hydroelectric project. Responses are due January 11, 2008.
The Asian Development Bank is considering a proposal to provide US$196.5 million in funding for construction of Song Bung 4 on the Song Bung River in Vietnam’s Quang Nam Province. The current solicitation again seeks advance action technical assistance for recruitment of consultants by EVN and its implementing agency, Hydropower Project Management Board No. 3. The implementation supervision consultant is to administer and supervise procurement and implementation of construction and equipment supply contracts and to ensure completion of the project in accordance with contracts and approved design. The work is to require 120 person-months of international consultancy supported by national experts.
Song Bung 4 includes a 110-meter-tall, 367-meter-long dam with reservoir of 15.8 square kilometers, a 3.1-kilometer tunnel, and short tailrace canal.
In reissuing the invitation, EVN dropped a specific requirement that firms demonstrate experience in developing hydro plants of 100 MW and above. Instead it requires experience in similar projects as construction supervision consultants.
Detailed terms of reference are to be provided to short-listed bidders with a request for proposals.
