UPDATE – India’s NHPC extends call for builders for 3,000-MW Dibang

India’s NHPC Ltd. has extended the deadline for pre-qualification for two construction packages of the 3,000-MW Dibang hydroelectric project in India’s Arunachal Pradesh State.

NHPC extended the deadline for Lots 1 and 2 to August 22 from August 6. The deadline for Lot 4 remained at August 18 (HNN 6/27/08) while the deadline for Lot 3 remained at September 22. (HNN 7/17/08)

NHPC, the former National Hydroelectric Power Corp., is developing Dibang on the Dibang River in a joint venture with Arunachal Pradesh outlined in 2006. Prime Minister Manmohan Singh laid the foundation stone for the project in January. (HNN 2/12/08)

The 164.25 billion rupee (US$4.1 billion) multipurpose project is to include a 228-meter-tall, 816.3-meter-long concrete gravity dam and a powerhouse with 12 250-MW turbine-generators. In addition to generating power, the project is to provide flood moderation and navigation benefits on the Dibang in Lower Dibang Valley District.

NHPC extended the deadline for applications for pre-qualification to 3 p.m. August 22 for two lots:
o Lot 1: Tender stage design, construction planning, design and engineering, and project management, requiring 108 months; and
o Lot 2: Infrastructure works comprising internal roads and bridges, including a 740-meter-long road tunnel, requiring 36 months.

The deadline to obtain pre-qualification documents for those lots, from the address below, also was extended until August 20. The request, labeled “Request for Pre-qualification Invitation Document for Dibang Lot: 1&2 for Dibang Multipurpose Project,” must be accompanied by a fee of 20,000 rupees or US$500 by demand draft to NHPC Ltd. at Faridabad.

In a second solicitation, NHPC invites applications for pre-qualification by 3 p.m. August 18 for another lot:
o Lot 4: All works comprising headrace tunnels, pressure shaft, underground powerhouse, tailrace system, and pot head yard, requiring 78 months.

Pre-qualification documents for that lot may be obtained from the address below until August 14. The request, labeled “Request for Pre-qualification Invitation Document for Dibang Lot: 4 for Dibang Multipurpose Project,” must be accompanied by a fee of 40,000 rupees or US$1,000 by demand draft to NHPC Ltd. at Faridabad.

Documents in both solicitations also may be obtained from the NHPC Internet site, www.nhpcindia.com, with the fees submitted with the application for pre-qualification. Those obtaining documents from the Internet must inform the address below at least 15 days before applications are due.

A third solicitation, for Lot 3: All civil works comprising diversion tunnel, coffer dams, concrete gravity dam, intake structure, and hydro-mechanical work of the diversion tunnel, invites pre-qualification by September 22. (HNN 7/17/08)
