The government of Peru’s Lambayeque Region seeks proposals for a feasibility study of a multipurpose flood control project on the La Leche River in Lambayeque. Responses are due August 2.
With a US$394,940 grant from the U.S. Trade and Development Agency (TDA), Lambayeque’s Proyecto Especial Olmos-Tinajones (PEOT) seeks qualifications and proposal data from U.S. firms to conduct the feasibility study.
The government seeks to mitigate flooding of the La Leche River created by periodic El Nino meteorological events. The study is to select the optimal alternative for a multipurpose project that would control flooding, improve water conservation and storage, increase the supply of irrigation water, and increase the supply of potable water.
Lambayeque already is participating in another multipurpose project, the 600-MW Olmos water transfer, irrigation, and hydropower complex. (HNN 6/13/07)
The study is to include preliminary field work and data collection, comparison of alternatives, preliminary designs, environmental impact assessment, cost-benefit analysis, potable water cost-benefit analysis, financial projections, development impact assessment, and final report.
Only U.S. firms and individuals may bid for the work. However, the contractor may use Peruvian subcontractors for up to 20 percent of the TDA grant amount. Price bids are not requested as the price is set by the TDA grant amount.

TDA warned that some firms have found that return mail delivery has not been fast enough for an adequate response and that a delivery service or courier might be appropriate.
