Newfoundland seeks engineering for 2,824-MW Lower Churchill

Newfoundland and Labrador Hydro issued a request for proposals Dec. 5 for engineering support services for the 2,824-MW Lower Churchill hydroelectric project. Proposals are due Jan. 11.

NLH issued the solicitation just days after initiating the environmental assessment process for the project, on mainland Labrador, which includes the 2,000-MW Gull Island and 824-MW Muskrat Falls plants. (HNN 12/5/06)

NLH President Ed Martin said external support and specialists are needed to help in preparation, planning, and engineering activities to meet key milestones over the next 12 months.

�We have reached a stage where it is necessary, on a project of this size, to engage external specialists who are experts in various disciplines,� Martin said. �They will assist the Hydro team and complete the field work, optimization, and engineering studies necessary to prepare for future front-end engineering and design work.�

Preliminary engineering work will allow the utility to prepare for future environmental and engineering activities leading to project approval. NLH said the potential exists for multiple companies to participate in the work.

The RFP is on the utility’s Internet site, www.nlh.nl.ca, under the Vendors link. It includes instructions for submitting proposals by 3 p.m. Jan. 11. NLH solicits proposals for financial adviser

NLH also invites proposals for a consultant to provide independent advice for the optimum financing strategy for the Lower Churchill project. Responses are due Dec. 21.

Capital costs for the project could range from C$6 billion to C$9 billion (US$5.3 billion to US$7.9 billion), the utility said.
