CARMEL, IN, March 3, 2004 — The Midwest Independent Transmission System Operator, Inc. (Midwest ISO) announced it has named four new vice presidents.
The four new vice presidents are:
“- Jo Biggers, Vice President, Treasurer and Controller;
“- Mark J. Griffin, Vice President and Chief of Staff;
“- Roger C. Harszy, Vice President of Engineering; and
“- Clair J. Moeller, Vice President, St. Paul Operations.
James P. Torgerson, President and Chief Executive Officer of the Midwest ISO, said the promotions reflect the officers’ commitment to making the Midwest ISO the premier Regional Transmission Organization (RTO) in the country.
“To accomplish that goal, you need people who give nothing but their very best; and these folks have shown that, day-in, day-out” Torgerson said. “They improve this organization in ways that extend benefits to our members and customers.”
As Vice President, Treasurer and Controller, Jo Biggers is responsible for all accounting and cash management for the Midwest ISO, including cash clearing of settlements, tax compliance, and financial reporting to the Federal Energy Regulatory Commission (FERC).
Biggers joined the Midwest ISO in August 2000, after serving as the manager of finance and accounting under contract with Arthur Andersen LLP. In April 2003, she was promoted to Treasurer and Controller, after successfully guiding implementation of the Midwest ISO’s financial processes and procedures, internal control mechanisms, hiring procedures for finance personnel, and adherence to the FERC’s Code of Federal Regulations.
Mark J. Griffin, Vice President and Chief of Staff for the Midwest ISO, is responsible for the coordination and integration of key programs and projects managed by the Midwest ISO. He has been instrumental in identifying and tracking the organization’s critical outstanding commitments. Griffin also oversees change management processes and procedures, human resources, facilities and strategic integration of technology in large-scale projects.
Prior to joining the Midwest ISO, Griffin was a partner with Deloitte Consulting, where he specialized in organizational performance improvement and technology deployment for large regulated and unregulated energy concerns.
As Vice President of Engineering, Roger C. Harszy is responsible for planning and engineering functions at the Midwest ISO. Harszy is a well-respected industry expert with more than 30 years experience in the operation of power systems in the Midwest. Throughout his career, Harszy has demonstrated a knack for finding innovative solutions to immediate and long-term reliability and operational issues. Harszy joined the Midwest ISO in June 2000 as Director of Area Operations, and successfully led the opening of the Midwest ISO’s commercial operations.
Prior to joining the Midwest ISO, Harszy was Manager of Operations at Ameren Corp., where he was responsible for all real-time operations in the company’s control area, including all transmission and generation assets.
Clair J. Moeller, Vice President of the Midwest ISO’s St. Paul Operations, is responsible for the company’s northwestern operations. Moeller has more than 25 years experience in the operation of power systems in the Midwest, particularly in the Upper Midwest. He has developed expertise in a number of areas, including the identification and implementation of best practices in all aspects of transmission operations.
Prior to joining the Midwest ISO in January of this year, Moeller served as Director of Transmission System Operations at Xcel Energy Corp., where he successfully managed the implementation of Xcel Energy’s post-merger transmission operations. He also was instrumental in developing the business plan and operational design for Xcel Energy’s participation in the proposed independent transmission company, TRANSLink LLC.

The Federal Energy Regulatory Commission approved the Midwest ISO as the nation’s first Regional Transmission Organization (RTO) on December 20, 2001.
