Liberia seeks construction camp for 60- to 80-MW Mount Coffee hydro project rehab

The government of Liberia seeks bids to build the project construction camp and to provide camp services for the 64-MW Mount Coffee hydroelectric project, which is undergoing rehabilitation. Bids are due November 25.

The government recruited firms in June for operation, maintenance and capacity building services and in May to reconstruct the main dam and rehabilitate the project powerhouse.

Liberian President Ellen Johnson Sirleaf formally broke ground in January for rehabilitation of the hydropower plant, which was destroyed during a period of civil war in the early 1990s, making the cost of repairs and upgrades to 60 to 80 MW an estimated US$230 million. Voith won an order in 2013 to modernize Francis turbines and deliver new generators, control technology, and electrical and mechanical power plant equipment for Mount Coffee.

The government now invites bids with post-qualification for “Camp Construction Work and Provision of Camp Services — Contract 5” for Mount Coffee, on the St. Paul River 17 miles northeast of Monrovia. Work includes construction and maintenance of project camp facilities as well as provision of camp services such as security, power, water, wastewater, catering, housekeeping, communication and waste disposal. The contract is to be carried out from January 2015-July 2017.

Documents will be released against an e-mailed copy of the evidence of payment, to be downloaded from the FTP server of the owner’s engineer to registered purchasers providing an e-mail address. Requests for clarification related to qualification are due to the Mount Coffee Project Implementation Unit address below by November 11.

Bid documents, labeled, “Camp Construction Work and Provision of Camp Services — Contract 5 for the Mount Coffee Hydropower Rehabilitation Project in Liberia,” are due by 11 a.m., Central European Time, November 25 to the address below of owner’s engineer Norplan-Fichtner Mount Coffee Joint Venture.
