The Democratic Republic of Congo (DRC) invites expressions of interest from consultants to improve operation and maintenance management of the 350-MW Inga 1 and 1,424-MW Inga 2 hydroelectric projects on the Congo River. Responses are due March 30.
The DRC took bids in March for rehabilitation of two turbine-generators at Inga 2. It also took bids in November 2010 for performance of urgent mechanical measures to help rehabilitate Inga 1 and 2. The two plants produce a total of only 500 MW and are undergoing refurbishment.
A joint venture of Aecom and Electricite de France announced a US$13.4 million contract in February to conduct feasibility studies for an estimated 40,000-MW Grand Inga hydro complex in the DRC. Earlier in the year, the African Union Commission recruited consultants to promote major hydro projects, focusing on a proposed 4,300-MW Inga 3 project and Grand Inga.
In the current solicitation, DRC’s utility, Societe Nationale d’Electricite (SNEL), and the Bureau Central de Coordination (BCECO) invite expressions of interest from consultants to provide diagnosis and strengthening of the management structure of operation and maintenance of Inga 1 and 2. The work is to be performed in two three-month phases.
In phase 1, the consultant team is to diagnose maintenance and design an organization to strengthen the structure of the maintenance operation. In phase 2, the consultants are to establish an internal structure within SNEL as well as procedures and a computer system to support maintenance.
The consultant team is to include a project manager and experts in electro-mechanics; hydro-mechanics; command, control, and protection; dams; dredging; transmission; inventory management; and equipment maintenance.
