Chinese officials plan to seek bids for nine packages of civil works, equipment, and consultant services for the 65-MW Dagushan hydroelectric project on the Heihe River in Gansu Province.
Dagushan is the second tranche of the Gansu Heihe Rural Hydropower Development Investment Program financing facility. The Asian Development Bank (ADB) previously approved tranche 1, providing US$22 million of the US$49 million cost of building the 50.5-MW Erlongshan hydroelectric project upstream of Dagushan.
In May, Gansu Province issued an environmental impact assessment finding adverse effects of Dagushan could be mitigated to acceptable levels. (HNN 5/4/07)
Heihe Hydropower Development Co. plans to seek bids for nine procurement packages:
o Headrace tunnel (two civil works packages);
o Surge shaft and penstocks (civil works);
o Powerhouse construction (civil works);
o Hydro generator sets and auxiliaries (equipment);
o Main and station services transformers (equipment);
o Power station auxiliary equipment (three equipment packages);
o Powerhouse crane (equipment);
o Environmental protection (two works packages); and
o Implementation supervision consulting services.
International bidding is to be used for all power station main and auxiliary equipment, six packages totaling US$5.66 million. National bidding will be used for six civil works packages totaling US$22.14 million. Quality and cost-based selection will be used to choose implementation consultants at an estimated cost of US$200,000.
