China awards contracts for flood control programs

China’s Ministry of Water Resources (MWR) has chosen EDAW Inc. of the United States to perform a feasibility study to develop the technical aspects of a flood control and command system in China.

With a US$348,185 technical assistance grant from the U.S. Trade and Development Agency, MWR seeks installation of a national flood management system, consisting of five subsystems, including data collection, communications, a computer network, decision support, and new-generation weather radar.

The installation of such a system, at an estimated total project cost of US$100 million, would enable Chinese authorities to monitor meteorological and flood zone conditions, provide advanced warning to threatened populations, and ensure instant and coordinated responses by authorities.

EDAW is to complete its study by May 2007.

Hunan Province flood management contract awarded

The Asian Development Bank (ADB) awarded a contract to professional services company GHD to perform technical assistance to implement the Hunan Flood Management Sector Project in China’s Hunan Province.

GHD’s China Operating Center is to develop a review and analysis of the province’s existing flood warning system, a feasibility assessment of providing flood insurance to a pilot area, and an annual planning and management system for all flood management activities in the province.

As part of a recently delivered National Flood Management Strategy Study for China, the Australia-based GHD reported on the review of structural and non-structural measures and assessed their effectiveness. In addition, the company provided a framework of flood mitigation and flood plain management, and action plans to implement integrated flood mitigation and flood plain management.
