Cameroon utility Electricity Development Corp. (EDC) invites expressions of interest from consultants to design and implement a local development plan for communities affected by construction of the 30-MW Lom Pangar hydroelectric project on Cameroon’s Sanaga River. Responses are due July 23.
Cameroon officials marked the beginning of construction of Lom Pangar in an August 2012 ceremony. In addition to its own 30 MW, Lom Pangar is to increase water storage for an additional 120 MW of production capacity at 263-MW Edea and 396-MW Song Loulou hydroelectric projects also on the Sanaga.
EDC recruited consultants last year for a dam safety panel overseeing construction and for a project manager for Lom Pangar’s environmental and social management plan.
The utility now seeks expressions of interest for design and implementation of a local development plan to help reduce poverty in affected areas of Belabo, Betare Oya, Goyoum, and Lom Pangar. Over 36 months, consultants are to design local development plan procedures, form community associations, train the people in organizational development, executive memoranda of understanding for local investments, tender for providers, and manage and administer the program.

Submissions are to be labeled “Manifestation d’Interet pour le Recrutement d’un consultant pour la conception et la mise en oeuvre du Plan de Developpement Local du Projet Hydroelectrique de Lom Pangar.”
