The World Bank’s Africa Energy Unit invites expressions of interest from consultants to prepare energy investment prospectuses for several sub-Saharan countries of Africa. Responses are due October 8.
The World Bank Group committed a record US$5.8 billion in International Development Association resources to Sub-Saharan Africa in the last fiscal year, much of that related to hydroelectric and other power sector projects. (HNN 9/6/07)
The bank said it now is promoting more coordinated energy sector participation in each country, anchored by a sector-wide framework. It said it seeks to break with the current method of uncoordinated project-by-project participation by different donors.
It said the sector-wide approach would take into account various countries’ different levels of readiness for financial support and project implementation. It said countries could proceed at differing stages on multiple tracks including national grid electrification and least-cost off-grid options, national generation projects, regional interconnection with large low-cost generation projects, and electrification of public institutions in national electrification programs.
To carry out what it called the Energy Access Scale up Action Plan, the bank’s Africa Energy Unit (AFTEG) seeks consultants to prepare sector-wide prospectuses for a selected number of countries in sub-Saharan Africa.
Consultants are invited to submit expressions of interest and qualifications, in English, by October 8. Responses are to be submitted electronically via the bank’s eConsult Internet site, www.worldbank.org/econsult.
