Sierra Leone seeks recruiter for power agency management

Already at work restoring generation and building hydropower, the government of Sierra Leone seeks a consultant to help recruit a management contractor for its National Power Authority (NPA). Expressions of interest are due April 16.

The government received a credit from the World Bank’s International Development Association for its Power and Water Project. After years of civil war, it seeks to reform its electricity sector. A number of milestones already have been achieved, including recommendations for legal and regulatory frameworks, and work to rehabilitate generation, transmission, and distribution.

Ongoing work includes proposed completion of the 50-MW Bumbuna hydroelectric project, which was stalled at 85 percent completion, on the Seli River, 250 kilometers from Freetown. (HNN 10/25/06) The project is the first stage of a five-stage program that eventually is to total 275 MW.

In the current solicitation, the National Commission for Privatization seeks expressions of interest from consultants to structure and negotiate a management contract for the NPA.
