The Lake Chad Basin Commission (LCBC) seeks bids to perform a feasibility study of a project to transfer water from the Oubangui (Ubangi) River to Lake Chad, including construction of 30-MW Palambo Dam in Central African Republic (CAR). Bids are due August 14.
Five LCBC member nations, CAR, Chad, Cameroon, Niger, and Nigeria (joined by Libya in 2007), agreed in 1994 to implement the project to save Lake Chad, a giant, but dwindling water body in central Africa. The project would transfer water from the Oubangui in CAR to Lake Chad Basin, bordering Chad, Cameroon, Nigeria, and Niger.
The feasibility study would include:
o Allotment 1, updating the Palambo Dam study in CAR, including site selection, technical design, water management simulation, and feasibility study of a hydropower plant with up to four turbine-generators;
o Allotment 2, Lake Chad in Cameroon, Niger, Nigeria, and Chad, including feasibility of cleaning and unclogging the water channel as well as training of river banks and rehabilitating lowlands for irrigation;
o Allotment 3, Chari River in Chad and Cameroon, including technical design for stabilizing river banks, and feasibility studies of river bed enlargement, an irrigation network, and a canal linking the Chari and Logone rivers to the Mayo Kebbi and Benue rivers for water transport;
o Sector 1, Chari and Oubangui water shade in CAR, including feasibility study of dredging Fafa and Ombella rivers and leveling an access canal, and feasibility study of building a port at Bouca and a hydroelectric plant at Palambo;
o Sector 2, river portion from Palambo to Oubangui-Congo water inlet in CAR, Democratic Republic of Congo, and Congo Republic, including feasibility studies of dredging and clearing the river portion.
