The government of Iraq’s Kurdistan Region invites expressions of interest from environmental consultants and an external auditor for the 415-MW Dokan and 249-MW Derbandikhan hydroelectric projects in Iraq. Bids in separate solicitations are due January 26 and February 3.
The World Bank approved a US$40 million loan to Iraq in 2006 for rehabilitation of Derbandikhan on the Sirwan River and Dokan on the Lesser Zab River in Iraq’s Kurdistan Region. The regional government already seeks bids February 25 for monitoring equipment for both plants (HNN 10/30/08) and bids January 15 for switchyard equipment for Derbandikhan. (HNN 10/10/08)
In one of the current solicitations, the government seeks expressions of interest by January 26 from consultants to prepare an environmental management plan for initial emergency rehabilitation work. A budget of US$25,000 has been allocated for this Phase 1 assignment, which does not include a full environmental assessment planned for a subsequent broader rehabilitation program.
In a second solicitation, the government again seeks expressions of interest by February 3 from auditors to review financing for the emergency rehabilitation program. A similar solicitation was issued in March. (HNN 3/28/08) The external auditor is to express a professional opinion about: the rehabilitation program’s financial statements at the end of each fiscal year; a semi-annual review report of financial monitoring reports; expenditures reimbursed on the basis of statements of expenditures; and that World Bank procurement guidelines and financing and project agreements have generally been complied with.
