French utility plans solicitations to build 55-MW Lac Noir

Electricite de France (EDF) has issued advance notice that it plans to seek bids for construction of a new 55-MW Lac Noir pumped-storage project in northeastern France.

EDF plans to build the new hydro plant in an underground powerhouse next to the existing 80-MW Lac Noir pumped-storage plant, built in 1933, as part of the renewal of its concession for the project.

The utility said it plans to issue solicitations for various work involving the project, at Orbey, France, on Noir and Blanc lakes in the Vosges Mountains. Construction is expected to occur between 2010 and 2013.

EDF said the project is to include rehabilitation of dams on Noir and Blanc lakes, rock excavation of the new power station, new water conduits, reinforcement of existing pressure pipe, powerhouse infrastructure, valves, a 55-MW pump-turbine, generator, transformers, and other equipment. The single generating unit is to utilize flows of 60 cubic meters per second and a head of 108 meters.

EDF said it plans to launch a solicitation for the project about February 28, 2009.
