Bonneville Power Administration invites statements of qualifications for energy research and development funding, including projects involving ocean wave and in-stream tidal technologies.
Statements are due March 27, and are required for those who plan to respond to an upcoming solicitation.
BPA issued the fiscal year 2008 request for qualifications (No. 765) as part of its Renewable Energy, Transmission Services, and Physical Security Technology Program. It said it expects to make multiple awards in August, as incrementally funded cost-share contracts or cooperative agreements.
The federal power marketer wants to select R&D projects for three transmission grid-connected renewables — wind, ocean wave, and in-stream tidal technologies. The projects either should manage the intermittent nature of the renewables in relation to the grid, or seek to improve the fundamental technologies.
BPA anticipates more than $3 million will be available for fiscal year 2008, beginning Oct. 1, 2007. The performance period is to start Oct. 1, 2007, and end Sept. 30, 2008.
BPA could fund up to 50 percent of a project’s cost, with the maximum amount spent being $500,000 per project proposal. A mandatory minimum cost share amount of 50 percent must be borne by the contractor.
The request for statement of qualifications and subsequent revisions, if any, can be obtained from BPA’s Internet site, www.bpa.gov/corporate/business/innovation.

BPA advances five ocean projects from previous solicitation
From a previous solicitation, BPA said it has selected 11 renewable resource R&D projects for further negotiations. Five ocean wave and tidal power generation projects are among the 11, which were chosen from 25 proposals received in January. (HNN 1/9/07)
Three wind integration and three energy storage projects also were chosen to negotiate contracts. BPA said it would identify projects and announce details once it completes negotiations and awards contracts.
