The World Bank invites expressions of interest from consultants to help financial institutions in Tanzania advance a lending program for renewable energy projects including small hydropower plants. Responses are due June 28.
The bank has approved a US$23 million credit line for private-sector-led rural and renewable energy development under additional financing for Tanzania Energy Development and Access Expansion Project (TEDAP) (HydroWorld 2/10/09). The program is to improve quality and efficiency of electricity service, establish a sustainable basis for energy access expansion, and help reduce carbon dioxide emissions by reducing barriers to renewable energy development.
Eighty potential rural renewable energy projects have been identified, of which 22 totaling 78 MW are considered priorities with confirmed sponsors and detailed design studies under way or completed.
The World Bank seeks consultants to assist Tanzania financial institutions in building their capacity to understand economic, financial, technical, and managerial aspects of making long-term loans to renewable energy projects. Consultants also are to help the institutions evaluate and make decisions on extending financing to loan applications for renewables projects.
Work is to include classroom training on project finance and renewable energy financing involving small hydropower, biomass, and off-grid solar photovoltaics. It also is to include transaction advisory services to local banks in project loan evaluation.
