Asian bank seeks consultants to assist China hydro developer

The Asian Development Bank (ADB) invites expressions of interest from consultants to assist in environmental and social safeguards and in corporate governance of China hydropower developer Sanchuan Energy Development Co. Ltd. Responses are due Feb. 11, 2010.

Sanchuan is being established by hydro operator Zhejiang Zhongda Sanchuan Hydropower Development Co. Ltd. as a new holding company that will control Zhejiang Zhongda’s 17 small hydropower plants in three provinces totaling 133 MW. (HydroWorld 9/16/08) Sanchuan plans to add about 300 MW in additional hydropower in underdeveloped regions through: privatization of existing small projects owned by local governments; acquisition of partly completed projects; and development of greenfield small hydro projects.

ADB is considering support of equity investment of US$25 million, a private sector loan of US$58.3 million, and an ADB loan of US$120 million. The current solicitation is financed by US$700,000 in technical assistance funding.

The bank seeks a team of international experts in environmental, social, corporate governance, and accounting and financial control, as well as domestic consultants to support the work.

The consultants are to develop Sanchuan’s institutional capacity to address environmental and social safeguards for small hydropower development. They also are to recommend ways to improve corporate governance to improve Sanchuan’s access to capital.

A short-list of firms is expected to be named Feb. 12. The work is expected to require 18 months beginning April 1.
