The Niger Basin authority invites expressions of interest from consultants to ensure development plans for the Niger River Basin conform to its Water Charter. Responses are due November 11.
The Autorite du Bassin du Niger, which includes Benin, Guinea, Mali, Niger, and Nigeria, received a grant from the Canadian International Development Agency to finance the capacity building program of its water resources project. With World Bank funding, the authority took bids in 2010 from consultants to study coordinated management of dams in the Niger Basin.
The authority said it now seeks consultants to define all the rules, procedures, and tools enabling the effective and efficient implementation of Water Charter provisions essentially used for planned measures. Work is to include a description of planned measures, a draft of relevant infrastructure inventory in the basin, and a methodology for examination of files by the authority.
Among existing hydro projects in the basin are 760-MW Kainji and 540-MW Jebba. Proposed projects include 90-MW Fomi, 125-MW Kandadji and 20-MW Taoussa.
Consultants are to form a consultancy group having at least five years’ experience in integrated water resources management, with high-level experts in that field, as well as in international water law and computer programming.
Expressions of interest are due to the address below by 4 p.m. November 11 in a sealed envelope or by e-mail titled “Study on the notification of planned measures and examination of relevant files (Niger Basin Water Charter).”
