U.K. utility to develop tidal energy with Norway

United Kingdom utility Scottish Power is buying into Hammerfest Strom, a Norwegian tidal energy company, to install an “underwater windmill” offshore of Britain in 2009. Scottish Power formed a company with Hammerfest Strom to test its tidal power technology with a full-scale turbine in Scottish waters.

In 2003, Hammerfest Strom built a tidal turbine to supply power to a commercial grid in Kval Sound near Hammerfest, on Norway’s northern tip. The prototype, which provides up to 300 kw, is fixed to the seabed and has turbines 20 meters in diameter. It is similar to a conventional windmill, but its blades are shorter and reinforced to take on strong tidal forces.

Manufacture of the prototype turbine for Scotland will begin in 2008, with installation during 2009. Bjoern Bekken, project manager for the Kval Sound turbine, said the full-scale “underwater windmill” will be able to produce 1 mw, at an expected cost of 0.50 to 0.80 kroner (8 to 13 US cents) per kilowatt-hour.

Scottish Power also plans to develop a 3-mw field of wave power generators off Scotland’s Orkey Islands. The 10 million pounds (US$19.5 million) project, which Scottish Power hopes to get running by 2008, will contain four Pelamis wave power generators from Ocean Power Delivery.

Belgium issues call for emissions reduction projects  

The Belgium Environment Ministry issued its second invitation for expressions of interest from projects, including hydropower and ocean energy plants, to supply 12.3 million tons of carbon emissions credits by 2012.

After its first tender was issued in May 2005 with a budget of 10 million euros (US$13.3 million), the government decided to launch a second solicitation with a budget of 22 million euros (US$29.38 million).

Belgium seeks to purchase emission reductions from joint implementation (JI) and clean development mechanism (CDM) projects.

The tender offers: advance payments of up to 50 percent of contract value to facilitate project implementation; 40,000 euros (US$53,425) for document preparation; an additional 10,000 euros (US$13,356) to projects from “least developed countries;” flexibility in contract negotiation; and assistance from the JI/CDM team.

Expressions of interest, qualification, and technical capacity are due by October 10 or November 21. Selected candidates are to be invited to submit proposals on five dates through May 21, 2008.

Firm named to gather Orkney tidal project data

Real Time Engineering is developing a system for gathering data necessary for operation of the European Marine Energy Center (EMEC) being developed in Scotland’s Orkney Islands.

The Scotland-based firm built the original data gathering and transmission system for the wave site in 2004. The new system, to be completed by the end of 2007, will enable the gathering of wave state and tidal current data, generating device electrical performance data, and weather parameters (including wind speed and direction, precipitation, and temperature).

In February, the government of Scotland awarded more than 13 million pounds (US$25.4 million) to developers of marine projects, most to be deployed in the Orkney Islands.


Ireland-based Finavera Renewables Ltd. has identified two areas for development of a 20-mw wave energy plant off South Africa. The next phase of the US$40 million project entails detailed site selection and preliminary planning studies. … Utility E.ON UK and tidal power developer Lunar Energy plan to develop an 8-mw project off the west coast of the United Kingdom. The partners are reviewing potential sites. … India’s National Hydroelectric Power Corp. (NHPC) is carrying out design and planning work for the 3.6-mw Durgaduani Tidal Power project in West Bengal State. NHPC is seeking consultants capable of upgrading and updating a detailed report on the 400 million Rupees (US$9 million) project.
