Nine small Bulgaria plantswin carbon credits approval
Nine small hydropower plants, totaling 25.7 mw, on Bulgaria’s Iskar River, won approval to sell carbon credits under the United Nations’ Joint Implementation program.
The European Bank for Reconstruction and Development (EBRD) approved loans of 54 million euros (US$80 million) in 2007 for construction of the run-of-river Vez Svoghe Mini-Hydro project.
The project is planned for a 33-kilometer stretch of the Iskar by Vez Svoghe Ltd., owned by Petrolvilla Bulgaria and the municipality of Svoghe. Petrolvilla Bulgaria is a subsidiary of Italian energy developer Petrolvilla & Bortolotti S.p.A.
Vez Svoghe was found in compliance with the United Nations Framework Convention on Climate Change under the Joint Implementation program, which focuses on carbon reduction efforts in developed countries. The nine hydro plants are expected to offset 371 kilotons of carbon dioxide from fossil fuel generation through 2012.
EBRD will buy the carbon credits on behalf of the Netherlands through the bank-administered Netherlands Emissions Reduction Cooperation Fund. An initial batch of credits could be delivered at the beginning of 2009. The Netherlands will use the credits to help fulfill its emissions reduction commitment under the Kyoto Protocol intended to stem global warming.
Georgia to expandclean energy pilot program
The United Nations Development Program (UNDP) pledges to help expand a clean energy pilot program throughout Georgia, bringing small hydropower and other energy projects to isolated areas.
The agency allotted US$13.63 million to Georgia to help remove barriers to the use of renewable energy for local energy supply, particularly small hydropower and geothermal energy.
UNDP said part of the money will be used to rehabilitate up to eight privately owned small hydropower plants by providing soft loans to the owner-operators.
UNDP also provided US$1 million for a pilot program to rehabilitate or build community-owned small hydro projects, including 300-kw Khani in Baghdati Region, 500-kw Pshaveli in Telavi Region, and 45-kw Chiora in Oni Region.
Other UNDP programs in Georgia are promoting small hydropower.
UNDP said, taking into account additional investment opportunities for new small hydro plants, it might be possible to build 160 small hydro plants in Georgia totaling 650 mw with an annual output of 3.9 billion kilowatt-hours.
World Bank funds energy, including hydro, in Tanzania
The World Bank is providing US$111.5 million in credits and grants for an energy development and access program in Tanzania. The program’s scope includes potential development of small hydropower.
The World Bank’s International Development Association approved a US$105 million credit and a US$6.5 million Global Environment Facility grant for the Tanzania Energy Development and Access Project.
The program includes small hydro for off-grid use and to power small distribution systems. It is to improve quality and efficiency of electricity service, establish a sustainable basis for energy access expansion, and help reduce carbon dioxide emissions by reducing barriers to renewable energy development.
Singapore firm to studyexpanding Vietnam project
Singapore’s Asiatic Group (Holdings) Ltd. reports its Colben Energy Holdings (Vietnam) Ltd. subsidiary signed an agreement to study a 1.4-mw hydroelectric project in Vietnam with plans to expand it.
Asiatic said Colben signed a memorandum of understanding with Lao Cai Mineral Co. (LCMC) to review LCMC’s hydro project in Coc San commune of Bat Xat District in Lao Cai Province. The feasibility study of the project is to include a review of upgrading the project to 5 mw.
European project activity
A number of small hydroelectric plants in Austria, the Czech Republic, Finland, Germany, and Italy are under construction, being refurbished, or are newly completed:
- VA Tech Escher Wyss GmbH will supply and install a horizontal Kaplan turbine-generator for a 2-mw plant at the Gstatterboden weir on Austria’s Enns River. The unit is to be installed by December 2009. Verbund Austrian Hydro Power AG awarded the contract for the work.
- MVE-Nymburk s.r.o. of the Czech Republic awarded a contract to a Czech firm to refurbish two turbine-generators at the 1.3-mw Nymburk project, also in the Czech Republic. Hydropol Project & Management a.s. received a contract worth 101.2 million koruny (US$6.3 million) for reconstruction of Nymburk Units TG 1 and TG 3. Work is to include new Kaplan turbines, generators, and governors.
MVE-Nymburk previously awarded a 17.48 million koruny (US$1.05 million) contract to Hydroservis Dooel Skopje of Macedonia to refurbish Nymburk Units TG 4 and TG 5.
- Mavel a.s. of the Czech Republic announced commissioning of two small projects in Finland for which it supplied turbine-generators and related equipment for refurbishment. Mavel said it replaced equipment at the 730-kw Alasorsakoski and 540-kw Ylasorsakoski projects under terms of a contract awarded by Vaasa Engineering Ltd., which acted on behalf of project owner Savon Voima Oy.
- German utility EnBW awarded a contract to a German firm to replace all generating equipment at the 720-kw Siglingen hydroelectric project, also in Germany. EnBW awarded the contract to Wiegert & Bahr Maschinenbau GmbH. The contract includes construction, supply, assembly, start up, and training for complete replacement of three Francis turbines, generators, governors, and other equipment for the project. Work is to be carried out by December 2008.
- VA Tech Hydro GmbH of Austria will install a 1.2-mw StrafloMatrix hydropower plant featuring five turbine-generators in a former ship lock on Italy’s Chievo Dam. Consorzio Canale Industriale Giulio Camuzzoni awarded a contract to VA Tech Hydro, a unit of Andritz, to supply and install the equipment on the Adige River north of Verona.
VA Tech Hydro is to carry out the work with affiliate VA Tech Escher Wyss S.r.l. Start up is planned for June 2009. StrafloMatrix is a trademarked product of VA Tech Hydro.
Daiwa Securities SMBC Europe will buy carbon credits from the 8-mw Hongyan project being developed by Guizhou Sanhe Hydro Power Development Co. Ltd. on the Nanpan River in China’s Guizhou Province. Hongyan will generate 29,530 megawatt-hours per year, avoiding production of 23,290 metric tons of carbon dioxide per year.
