Al Rosen leads project development efforts in identifying, evaluating and developing ground-mount solar projects for inclusion in the California FIT Fund. He develops proprietary projects for inclusion in the California FIT Fund, and works directly with other project developers, advising on ground mount solar projects throughout the development lifecycle in connection with, among other things, sitting and project control, environmental and compliance, utility processes including interconnection studies and regulatory changes and rulings.
Al brings four decades of green building, land use and solar development expertise to Absolutely Solar, Inc. Al?s experience in this arena includes successful roles in acquisitions, syndications, financings, management and operations, and principal transactions. He manages the firm?s energy policy activity and, in that role, leads outreach efforts with investor owned utilities, the PUC and the CEC, and plays an active role in state and local political processes for renewable energy in California.
He collaborates with key organizations with visibility as to the changing regulatory landscape, including the CLEAN Coalition (formerly the FIT Coalition). Al is a member of Solar Santa Monica?s Advisory Board, a former member of Santa Monica?s Sustainable City Task Force and a former Santa Monica Housing Commissioner.
He participated in a presentation at the 2010 Municipal Green Building Conference and Expo “The Plant: A Sustainable Office Building Grown from an Integrated Design Process”; has participated in drafting solar FIT legislation (introduced by Senator Pavley in 2009) and has been published in the Harvard Civil Rights-Civil Liberties Law Review. Al’s environmental home was featured in a Los Angeles Times article in January, 2005.
