St. Paul, Minnesota [Associated Press] The Minnesota Department of Commerce says Xcel Energy paid developers for wind-generated electricity that the utility couldn’t accept. According to the report, the “curtailment payments” totaled more than ten (m) million dollars from February 2004 through May 2005. Those costs are passed on directly to Xcel electricity customers on their monthly bills.
