Proposed Illinois RPS, Diluted, and Stalls Entirely

December 15, 2003 [SolarAccess.com]The proposed Illinois’ “ComEd Bill” has died for this year, according to the Solar Energy Industries Association (SEIA). Originally a flat Renewable Portfolio Standard (RPS) of 15 percent, the bill was subsequently diluted and changed into exclusively a rate-setting and utility merger measure. After an acrimonious debate and vigorous opposition on the part of regional environmental groups, the bill was eventually defeated. SEIA may pursue an improved, clean RPS in the next legislative session.
