Congress, the Treasury and other public servants need to do their proper job. More democracy, less bureaucracy:

Excellent summary of the current status of renewable energy.
I especially support two points made by Mr. Sklar:
1) Overarching policies are great, but the renewable energy sector needs incentive policies like an extension of the ITC grant, increased RSP legislation and Performance-Based Incentives like FITs and SRECs.
2) The developing world needs to be considered a valuable marketplace for distributed energy sources and perhaps large-scale projects as well. Where's USAID and the UN when it comes to providing incentives for these types of projects?

I think the Boxer-Kerry bill is dead - perhaps this was a video from last October? Scott has some prescient comments on the same issue in Stephen's latest podcast.
