If central banks push "credit" (debt) on consumers (and taxpayers), why don't public treasuries simply offer Renewable Energy Credits (RECs) directly to individual (fully transparent) owners of environmentally benign renewable energy systems? Doing so creates a free and fair market with minimal bureaucracy and other waste:

Solar Fred - love you dude, but when you interview someone ASK a question and let the interviewee respond. A question shouldn't take 3 minutes to ask.
