Feed-in Tariff versus Marginal Incentive
After reading all the comments, Colin Murchie's strikes the right chord...well done.
The only thing I believe was not mentioned is that a FIT allows one to generate above what one consumes, while a marginal incentive is typically used to stimulate only the amount of electricity demanded by the end customer.

Solar Market Efficiency: Riding the Sustainability Wave Home?
Although the research is excellent, the relationship between solar EPPs and market efficiency is tenuous. If there is a cost associated with that EPP, (for example SunPower and HP $2k) then transaction costs would merely be transferred to marketing costs.
You may make the argument that group purchasing allows for aggregated negotiating power, yet in reality I would say this is far from true.
It is correct to assume that combined customer education is achieved with EPP programs, and thus there is some gain in transaction costs.

The Solar Industry Needs More Consistency To Realize a Sustainable Future
I am glad I do not have to deal with this CT solar program, as it appears quite obtuse. I also think Mr. Carter's characterization of Mr. Sterns comments are spot on. Fortunately the "Gemstone Team" http://thegemstonegroup.com/team/ has a lot of experience with renewable energy funding...
...it is quite odd that their "Renewables Info." section http://thegemstonegroup.com/facts/ - makes no mention of solar...
If I lived in your state I would put some serious efforts into investigating this matter further, or simply join the Radnor Valley Country Club

Colorado Renewable Energy Profile, Part 2
I would just like to add a comment about oil....
The more domestic oil in the ground, the more will be there later when there is no more...
think about that for 5 seconds...
no more oil...PERIOD.
so if we keep ours safe (in the dirt) then we can dig it up later....
or even better, think of a better alternative to burning dinosaur blood.

I agree, with B Nicholson, thinking is required to maintain existence. It seems strange that the 2 obvious questions he poses are not being considered currently...
