Show Me the Money: $32 Million for Hydropower Infrastructure Improvements

Seattle, WA The Department of Energy ("DOE") recently issued a Funding Opportunity Announcement ("FOA") that makes available an estimated $32 million for modernizing the existing hydropower infrastructure in the United States and increasing the quantity and value of hydropower generation. The focus of this program is on facilitating the deployment of turbines and control technologies that will both increase system generation at existing non-federal hydroelectric facilities and improve the facilities' environmental performance. Funding under this FOA is allocated between two subtopics of interest: Subtopic A. Upgrades at Large Projects: $25 million is available for projects at non-federal facilities with more than 50 MW of capacity. The required non-federal cost share for large projects is 80 percent. Subtopic B. Upgrades at Small Projects: $7 million is set aside for projects at non-federal facilities with less than 50 MW of capacity. For such projects, the required non-federal cost share is 50 percent. For both subtopics, awards are available for projects at facilities with existing or advanced technologies that will enable improved energy and environmental performance. Other key selection criteria include a project’s ability to be implemented without major modifications to dams and with minimal regulatory delay. Regional diversity and level of cost share will also be considered in the selection process. DOE anticipates issuing one to five awards under each subtopic. The funds can be applied toward any aspect of the design, development, construction or installation of the technology to be deployed, or toward any necessary component or process associated with the technology’s development and deployment. Eligibility is limited to hydropower industry members or industry-led partnerships. Letters of intent are due July 22, 2009 and the application deadline is August 20, 2009.
