China Grabs Share in Latin America Wind Energy with Cheap Loans

China can tap Industrial houses and Government in Argentina to put up large Wind Farms there.
Argentina has one of the best wind regimes in the world and estimated wind energy potentoial in the range of 500.000 to 600.000 MW,
Patagonia Region in Argentina has one of the best wind characteristics of the world.
The meteorological average wind speed in this region is from 5 to 10 m/s approximately at 10 m height which is represented in the first Wind Map of Patagonia by Dr. Barros. The meteorological wind power at 10m height of Patagonia is about
200.000MW . Wind behaviour is quite special in Patagonia: low average
wind speed correspond to places where wind is very seasonal (spring and summer), as Comahue Region (Neuquén – Rio Negro ), but with strong gusts of wind
from 30 to 47 m/s. Also wind direction changes during the gust in 70% of times during gales This behaviour is worst near Los Andes Mountain Range. The best area to produce wind energy in Argentina is in Chubut and Santa Cruz provinces (Puerto Madryn – Comodoro Rivadavia – Pico Truncado – Gobernador Gregores).

Not exactly a new marketing scheme as in buy 'a new car with 0 down and 0% interest'.
When I first started building detailed models of solar farms to better integrate the effects of product design parameters and make more extensive use of meteorological data, someone told me that financial terms would be more important. Turns out they were close to right: at the very least financial terms have a substantial impact on LCOE; move the line up or down a few points and/or shift the payback period. Are you working for the bank or are they working for you?
