China's Guangdong Province Pushes EV Development

Liu Yuanyuan, Contributor

China's Guangdong province has officially released the Development Plan for Strategic Emerging Industries during the 12th five-year period (2011-2015). China has become the world's largest producer and consumer of vehicles. At the end of 2011, there were more than 100 million cars on the country's roads, and the figure is expected to reach 150 million units by 2020. The requirements for energy efficiency and emission reduction have made it essential to achieve progress for electric vehicles.

According to the plan, Guangdong province will pull out all the stops to develop its electric vehicle industry and boost annual production capacity to more than 200,000 units by 2015. Its focus will be on the development of plug-in hybrid, pure electric and hybrid buses and vans, while the development of special purpose electric, next-generation light pure electric and LNG vehicles will also be encouraged. In addition, the province will provide support for new energy vehicle manufacturers and related projects in obtaining national approvals and in meeting standards for admittance into relevant industries.

Furthermore, Guangdong will accelerate construction of charging and maintenance infrastructure, while exploring new business models such as leasing. The province will also work on the establishment of local energy efficiency and emission standards.

In order to support the development of the electric vehicle industry, the province will invest RMB15.3 billion (approx US$2.4 billion) to carry out 12 specific initiatives, mainly in the Pearl River Delta region. The largest investment will be in Zhuhai Yintong Energy's project to produce 1 billion high-performance lithium iron phosphate and lithium titanate batteries, 10,000 new energy buses (e.g. pure electric, hybrid and LNG) and 100,000 powertrains per year by 2015.

Currently, Guangdong's production of electric vehicle batteries accounts for 40 percent of China's total. Some hybrid, pure electric and LNG buses have already gone into mass production in the province.

The plan clearly indicates that the province will promote industrial cluster development. The city of Shenzhen plans to establish an electric vehicle R&D and industrialization base; Guangzhou will establish a national new energy vehicle base; and Zhuhai, Foshan, Zhongshan and Meizhou each will establish provincial new energy vehicle bases.

In 2012, Shenzhen plans to add 2,000 electric vehicles, including 1,000 electric buses, 500 pure electric taxis and 500 electric service vehicles. The city ranks first in China with more than 3,000 registered electric vehicles on its roads. By 2015, the city will replace more than half of its gas-powered buses with electric vehicles. Leading electric vehicle manufacturers in the city, including BYD and Shenzhen Wuzhoulong Motors, will continue to focus on the development of electric vehicles this year. In addition, Shenzhen will expand the supporting infrastructure for electric vehicles by adding more than 40 charging stations to the existing 57 this year. The city will also study the feasibility of establishing two or three charging stations specifically for electric-powered taxis.

I am so impressed that China is doing this. We waste our fortunes on wars but China is certainly making good decisions on what to invest it.

That is a great article on Shenzhen initiative and investments. But this post is for Arov on his more promising technology. Could you share more with me on kenchan@globalgreenpartnerships.com
Thanks.

Shenzhen, with over 10 million people, is only 11 miles north of Hong Kong city, on the border between China & Hong Kong territory. It is in the fastest-developing part of China.

What happens there will influence China, and the world.

Dear Liu,
I am developing technology which is promissing better solution than EV based on battery storage. Technology will be out in June, do not rush to develop EV industry. Need help in electric side of development or maybe go with hydrolic drive, open to cooperation. Thanks for sharing the news.

The city of Shenzhen is doing amazing. It's R&D for electric vehicle's spur should put more encouragements to those who think that fossil fuel does not harm the climate. Than you Liu for this nice insight and news.
