Renewable Energy Tax Credits Left out of Payroll Tax Extension

The American Wind Energy Association (AWEA), the Geothermal Energy Association (GEA) and other renewable energy associations are no doubt disappointed with the outcome of the U.S. House and Senate negotiations over the payroll tax cut extension, which is ready to be passed.

Renewable Energy stakeholders had hoped to include a one-year extension of the production tax credit (PTC) for renewable energy in the proposed bill but were unable to make it happen in the end.  AWEA hopes to extend the PTC by February 29th so that construction of wind farms is not delayed.

The tax credit provides developers or wind farm owners with 2.2-cents per kilowatt-hour of renewable energy generated.  It is the only federal subsidy for wind and other renewable energy production and expires at the end of 2012. 

Since projects have long lead times, if the PTC isn’t extended soon, delays and cancelations of planned renewable energy projects are likely to start occurring over the next few months.

Jobs and millions of dollars in development are at risk should the PTC expire.  Last month, wind turbine manufacturer Vestas announced that it was cutting 2,335 employees worldwide and ceasing production at one of its 26 facilities. The company also warned that more cuts could be on the way – indicating that 1600 U.S. jobs might be at risk.  In reaction to that news, AWEA’s CEO Denise Bode said, “[The] Vestas announcement shows the danger to U.S. manufacturing jobs if Congress waits any longer to extend the Production Tax Credit (PTC). The layoffs have begun, and every week that goes by without a PTC extension puts these good American jobs at greater risk.”

She said that wind energy has been the one of the fastest growing sources of jobs for Americans.

comment 7 The reps in wasington are to worried about the other party having a good idea & getting credit & possible votes.Like not giving the EPA the power to mandate enforcement of the 190 clean air act,& clean water act. Number 1 & 4 your water is like it is due to fossil fueled (coal the greatest offender)generation NEVER having pollution standards put on them. And now the republicans "all" voted to take away the EPA's power to mandate cleaning up there act.It doesent mater what party had the idea,the american poeple suffer as usual! Until we get our representatives in Washington DC to understand the need for a national energy policy we will continue to have such disjointed efforts as this.

I'm all for anything that reduces the tax burden on businesses. But with something like wind energy production subsidies, this is better addressed at the state level rather than the federal level. That way each state can decide what level of subsidies are appropriate for their individual utility power needs.

As for attaching riders like the PTC extension to other unrelated federal legislation, this is a questionable (but sadly common) practice that should be stopped.

The US federal energy PTC is a low priority issue, and 2012 is an election year. To put things in perspective, consider that the US Senate has not even passed a federal budget law for almost 3 years. So a lesser piece of legislation like the PTC has little hope.

We need to wean the United States off of Fossil Fuels within the next 6 months. My 401 K doesn't matter. And we need to stop the Farmers from polluting the soil and Geneticly Modified Organisms in our Corn Syrup, Roundup Ready Alfalfa included. Electric Tractors are the way to the Purple Mountain Majesty and the Fruited Plain.

On a serious note; I may be wrong but I think congress left out the Production Tax Credit for Wind on the Tax extension Bill. Whats up with that?

The water at my cottage has been considerably degraded by stacks nearly 100 miles away. A reasonable setback given the geologic conditions and weather patterns would be 2000 miles in order to marginalize the problem. Hello Indiana - you make 95% of your electricity from coal. Please shut down immediately as you are within my reasonable setback zone! Drinking the water will make you spit.

The PTC should expire. I live in the Tehachapi Pass where I watch my neighbors being intimidated by wind companies, badgered on the phones to lease or be told the wind companies will go within 500 feet of their property lines and make their lives miserable. The renewable energy movement is deplorable. I spit on all of you for filling your water tanks from the local mine, saturated with arsenic at 300 times higher than acceptable to put on the roads near the homes of residents. I guess if the wind companies can't get people out any other way, they poison them.
