At least on paper the Solar Growth in terms of projects proposed is high in India(How many of them will be functional is everybody's guess).

Pooling residential solar panels into coops would help create an infrastructure.Then India could meet its demand for air conditioning and electric bicycles or small trucks.
Over the next decade local authorities could establish solar funds for their provinces or villages.The loads would be far less than western countries and could utilize all the roof tops within a village.

This is the first time I have heard that States with solar policies do not participate in the JNNSM. This sounds like it is false. For example, Gujarat to my knowledge has one project under the JNNSM. Also Rajasthan, which has its own solar policy (though still not operational), has the bulk of JNNSM projects. It would be good if the author could clarify.

I made a trip to Rajasthan and visited few sites where CSP and PV Solar projects are progressing. Please note that 5 MW PV projects of Batch I namely Mahindra, Azure, Su Edison, PunjLloyd, Viraj etc. scheduled for commissioning this month. Developers informed to SLDC for their preparedness of power injection by 30th December, 2011.

RRECL facilitated them for all statutory approvals for imports, power evacuation plan, land lease etc. They are ready with interconnection transmission lines and switch yard for grid interface on 33 KV. 5 MW project of Nothwest Energy has been taken over by Welspun and progressing well.
Encouraged with progress and investment friendly environment created by the State Government, most developers in NVVN Batch II decided to implement (300 MW +) projects in Rajasthan.

Winning Developers following transparent bidding process of NVVN submitted huge security bid bond. They bid aggressively and with the steep fall in module prices, increased output due to innovation in technology and efficient tracking system at affordable cost, they are looking confident, keen and happy with Batch II results.

Transparent bidding process of NVVN in allotment of projects, declining PV cost and transmission infrastructure in place, I anticipate that solar energy will result into grid parity in next two bidding rounds of NSM.

The efforts of NVVN, RRECL, MNRE, Regulatory frame work etc. had been worth appreciating which resulted into discovery of affordable tariff to utilities.

It is true that the progress in solar PV is picking up in Rajasthan and Gujarat mainly due to drop in prices of cells and panels the world over. Thanks to the R & D carried out in this field in several other countries. How India could claim to be proud to have progressed at such a slow pace that too on borrowed technology?
What about CSP Thermal which is still lagging behind? No one is talking about this. Reasons are same as R & D in this field is slow the world over and none at all in India to effect the reduction in capital costs. R & D in this should be priority for MNRE and the corporates in India. This is not only neglected but is rather discouraged by the powers that be in MNRE as well as in corporates.
