The tariff does not differentiate between foreign and local ownership. All Equity (whether local or foreign) is benchmarked at USD equivalence and ROI paid out in USD.
The different tariff regime(s) are referenced to different sources of debt, in this case it differentiates between LIBOR and KIBOR debt. As KIBOR debt is significantly costlier than LIBOR, a higher tariff is computed for projects based on local debt.
Also, the tariff is USD denominated. Equivalence in other currencies quoted in table may be for reference purposes only. The tariff does not hedge any other currency risk (with respect to Pak Rupees) other than against the USD.
